
It is a mandatory rule of the PYFL that all players be afforded the opportunity to play a minimum of 12 action plays in each game. Failure to comply with this rule may result in forfeiture of the game and suspension of the Head Coach. Action plays are defined as any play that is legally in play whether on offense, defense or special teams. Plays where a penalty occurs, or plays where the quarterback spikes or takes a knee are not counted as action plays.
Failure to meet the demands of the 12 Play Rule, may be reported by anyone associated with the organization, including coaches or parents. If a parent reports this infraction, he/she must first report it to the Head Coach. If resolution of the matter is not attained, he/she should then report it to the Chapter Athletic Director or any member of the Board of Directors. If resolution is still not attained, he/she should report the matter the Athletic Director of the PYFL.
If it is substantiated that a player has not been afforded his 12 plays in a game, he must be given a minimum of 24 plays in the next regularly scheduled game. If a second infraction of this rule is discovered in the same season, the Head Coach may be suspended.
While the 12 Play Rule is viewed with great seriousness on all levels, it is not administered with the intent to harass a Head Coach who has made a good faith effort to meet the requirements of the rule. Often Head Coaches delegate responsibility for compliance to subordinates, and there is always constant movement which makes it difficult to keep accurate play counts. Unintentionally missing a play here and there is not sufficient grounds to take disciplinary action, and in most cases, if informed, Head Coaches will make good on the failure.
